LOS is a standard transportation planning tool based on the federal <i>Highway Capacity Manual</i> (HCM).</span></p><p style='margin-left:40px;'><font size='4'>MDT LOS grades</font></p><ul><li><span style='font-size:inherit;'><strong>LOS A:</strong> Represents the best operating conditions, with free-flowing traffic.
