LOS is a standard transportation planning tool based on the federal <i>Highway Capacity Manual<\/i> (HCM).<\/span><\/p><p style='margin-left:40px;'><font size='4'>MDT LOS grades<\/font><\/p><ul><li><span style='font-size:inherit;'><strong>LOS A:<\/strong> Represents the best operating conditions, with free-flowing traffic. Motorists can drive at their desired speed.<\/span><\/li><li><span style='font-size:inherit;'><strong>LOS B:<\/strong> Traffic flow remains stable, though speeds may be slightly lower than LOS A. Drivers experience some limitations on their ability to maneuver.<\/span><\/li><li><span style='font-size:inherit;'><strong>LOS C:<\/strong> Traffic flow is stable, but the freedom to maneuver is more noticeably restricted. Vehicle speeds start to decrease.<\/span><\/li><li><span style='font-size:inherit;'><strong>LOS D:<\/strong> Unstable traffic flow begins, with high demand for passing but few opportunities. This results in reduced average speeds.<\/span><\/li><li><span style='font-size:inherit;'><strong>LOS E:<\/strong> Operating conditions approach the roadway's capacity. Speeds are significantly reduced, and almost all drivers are forced to follow other vehicles.<\/span><\/li><li><span style='font-size:inherit;'><strong>LOS F:<\/strong> Signifies the worst operating conditions, with extremely high congestion, stop-and-go traffic, and long delays.<\/span><\/li><\/ul><p style='font-size:12pt;'><span><\/span><\/p><p style='font-size:12pt; margin-left:40px;'><span style='font-size:inherit;'>Data is from 2024 and updated annually. The layer table includes 20 year projections for Volume, peak Hour Factor, Density, Demand Flow Rate, and Level of Service. For example, if the data is from 2024, projections will be for the year 2044.<\/span><\/p><\/div>",
